I can create a multiple-answer Word Cloud poll, but within a Survey, the multiple-choice option seems to disappear.

 

Is there a way to allow multiple Word Cloud answers within a Survey?

This is a limitation of having a Word Cloud in a Survey. I would suggest putting in 2 Word Clouds to your Survey.
