I have a weekly orientation that I would like to use Slido. The meeting has a different presenter each week. I added slido questions to the power point, when I present I am able to pull the results into the power point template ( I am assuming because I have the Slido Tool bar). Do I have to add every single presenter as a user and have them download the tool bar for them to pull in the poll results?

If they will be using your deck every week, the answer is yes, but not as an users. You can invite them to become guests on your event.
But they will need to have Slido plugin(sidebar) installed as well.
If this is a meeting in person, they can use your deck directly from your machine, that way they do not need to be invited anywhere.
