After purchasing a plan, is it possible to add users, let’s say for a period of 3 months, during the contract period? And at the same time, is it possible to delete a user and obtain refund once he/she is done with their project?

Additional User Seats can be purchased for a 12 month period.
If you would need to allow access to specific events for people interchangeably I would suggest using the Guest Collaborator access as this is a free feature than purchasing full seats. Guests can only be a collaborator on a single event at a time.
