Currently, the 300 characters is the longest we can offer for Q&A. I would encourage you to submit this to our product wishlist. This is reviewed periodically when we plan new features.
As an alternative, you could use the open text poll that offers much longer responses.
When it comes to making the name field mandatory, you can control this through the participant privacy feature.
